Yes, if you will rent to an income-qualified tenant. As of October 2026, the City of Orlando's ADU Incentive Program offers a build-out rebate of up to $10,000, plus full rebates of building permit fees and park, transportation and sewer impact fees. It depends on the lot: the unit must be 500 sq ft or less, outside a flood zone and inside city limits.
What does the program pay?
- Build-out rebate: up to $10,000 toward construction costs.
- Impact fee rebate: 100% of park, transportation and sewer impact fees, which the city says average $1,300 to $3,100.
- Permit fee rebate: 100% of building permit fees, which average $450 to $1,050.
WKMG News 6 reported in May 2026 that the program totals $1.5 million, and that the fee rebates add roughly $4,000 on top of the construction rebate.
What do I have to agree to?
The homeowner must rent the ADU to someone earning at or below 120% of area median income for 12 of the first 24 months after the certificate of occupancy. News 6 put that income limit at about $89,000 a year for one person. You show a lease to prove it. The lease requirement may be waived if the ADU's resident is 62 or older.
Which lots qualify?
From the city's program page and May 2026 checklist:
- inside City of Orlando limits;
- outside a flood zone;
- an ADU of 500 sq ft or less, counting any new driveway, patio or walkway;
- house, ADU and all paving covering no more than 55% of the lot;
- at least 10 feet from all property lines and not in the front yard;
- off all dedicated easements, with no change to how rainwater drains;
- its own electric and water meters;
- a topographic survey by a licensed surveyor, which may itself be rebate-eligible.
Tiny homes and RVs on wheels do not qualify, according to News 6.
Is the program right for me?
It depends on how you plan to use the unit. If you want a long-term rental anyway, the rent cap for a year is the trade for the rebates. If the ADU is for a parent 62 or older, the waiver may make it a clear win. If you want a larger unit, a lot in a flood zone or a short-term rental, it will not fit. Tell us your plans in the lot check form and we will check eligibility.
Is the program still open?
The city's page presents it as open and lists a housing initiative contact for applications, but it does not state a deadline or how much funding remains. We confirm the status before you rely on it.
